Using RAPI without ActiveSync

I needed a way to remotely control Windows CE device from a PC via USB so I stumbled onto RAPI.

But, I found od MSND that you can not use RAPI applications without ActiveSync.

So what I am wondering is there possibly any way to use RAPI without ActiveSync or 

to remotely control Windows CE device via USB connection in some other way?

RAPI is the underlying API of ActiveSync, so ActiveSync is a hard requirement. Creating some other form of communication is possible, but requires you write both the PC and device-side components. For USB, it could mean a USB driver (though if it's using RNDIS now, you can treat it as a network. In short, RAPI requires ActiveSync. Any other form of communication is going to be a lot more work.

RAPI.DLL is also shipped with win7 and Windows Mobile Device Center.
